Who hires who in the City of Kinston?

The City of Kinston has had several transitions in staff leadership in recent years, sparking a lot of interest in how the hiring for these positions actually takes place. I've created this infographic to help — it shows that YOU, the citizen, are the #1 decision-maker in our community. From there, we have our elected officials, the City Manager, Clerk, and Attorney, and the more than 350 City Staff who work under the City Manager.

While the City Council advises the City Manager on our goals and plans for the City of Kinston, the City Manager is responsible for the hiring of key positions like Police Chief, Planning Director, or the heads of our other departments to help achieve those goals.
